EMAIL EXCHANGER, LOOKING TO HIRE

(As far as we can received this project done asap and the incoming email being delivery, just keeping a registry of it, feel free to cut complexity. thank you)

What I have emails coming every minute, 30,seconds or 1,2 minutes
etc.,
The above is clear, I have forms in different pages and domains pointing to our (the I on this projectt) scrIpt.
24/7, , On the other hand I have a list of emails for
the receivers,
the receivers emails, 50 or 100 or 500, or it could be
any amount.

To START, I WANT THE FOLLOWING FIELDS IN THE INPUT
FORM
*NAME, *LAST NAME, *EMAIL ADDRESS
(VERIFICATION WILL BE NECESSARY), *TELEPHONE NUMBER,
LANGUAGE(VERY IMPORTANT), *STATE, COUNTRY, DATE AND
TIME STAMP,
AS HIDDEN FIELDS WILL BE GREAT
THOSE WITH * ARE REQUIRED. [DATE AND TIME STAMP
ALWAYS]

[THE RECEIVER LIST IS A LIST THAT HAS THE EMAIL
ADDRESS AND
NAME - LAST NAME, AND A 7 DIGITS ID NUMBER.
ALSO A FIELD USED AS COUNTER THAT WILL TELL US
HOW MANY EMAILS THIS RECEIVER IS GOING TO RECEIVE
FROM THE DELIVERY LINE.
( Will have a positive value that is
decreased by 1 after each email is sent, when
that value reaches 0(zero) this receiver stops receiving
emails)


The first incoming email must be assigned to the first
person's email in that list,
Also an email copy has to be sent to a unique email
address. (By unique I mean that all email copies will
be send to this same email address)

The second incoming email will be assigned to the
second receiver email in that list, and so on,

[IN THE ABOVE SEQUENCE, WE ARE JUST FORWARDING THE
EMAILS ACCORDING TO THE LIST OF RECEIVER EMAILS]

The first receiver email won't receive another
incoming email until everybody else IN THE EMAIL
RECEIVER LIST has gotten 1 email, in a
never ending loop.

Now, the list can change any time, it could be smaller or have
more receivers emails, by deleting or adding receiver email
addresses. Even if the system crashes, the next person
to receive an email must be the one who was next in
the stopped sequence, without breaking the order.

After an incoming email is assigned, it must remain tied
to the receiver email until the administrator decides
what to do.

[WE DO THIS BECAUSE WE DON'T WANT TWO DIFERENTS EMAIL
RECEIVERS HAVING THE SAME INCOMING EMAIL SENDER'S
EMAIL]

As an additional function, separated from this scripts I
also need:

A html page, can be generated by php that writes in a
scrolling windows a date and time stamp of the
most
recently arrived emails.
I have the scrolling script, so the only thing I need is that when
the page is requested, it generates it on the fly, with
the
database info.
The sequence that has to be written is here. Between
' xxxx
xxxx
vvvvvv...and so on

AS REPORTS I WILL NEED TO HAVE THE DATABASE INFOMATION
AND ONLY HOW MANY EMAILS WERE SENT TO EACH RECEIVER,
LETS SAY
DAILY.
