Got CSS & PHP? (PAID)

Looking for someone to finish a site I started.

Once the CSS is done, I would like a page created for all the site-wide functions. All the code before the content box should go in a hdr() function and all the code aftwards should...u guessed it...go in a ftr() function. Each page should call these 2 functions with only that page's content in between them.
