Hiring someone with knowledge of PHP

I'm looking for a talented PHP developer for backend work on a social network site prototype. I'm basically looking for someone who is fluent with PHP4.x, XHTML, CSS, AdoDB or PEAR_db, Smarty, MySQL or PostgreSQL, RSS/XML, embedded media, experience with work-flow.

I also need for you to be able to have some meetings over ICQ/AIM/ or some other online messenger.
