Information Pages

I have a job, I''ve been trying to complete for aabout a month, but I have become code-challenged at a certain point.
I need somebody to program for me a set of information pages for a fan club dedicated to a manga artist. I need A menu bar in a frame on the left side, that will operate a main frame. The menu should contain links to all the manga series of the author from a database (Needs to be database run from MySQL). On that page I will need at least 7 OPTIONAL spots for book image thumbnails, and below that information on the series, including an Official Teaser, a Fan Made Review Teaser, Genre, First Publication Date.
I will also need a list of characters, that is a list of links that will open a character-information page on each of the character, this infocharacter.php page will need to be easily edited for addition of additional field, as will the infoseries page as well in case I want to add a field, especially since I haven't quite figured out all the information I want on each page.
