Question CSS or what to use for menu in site?

How do I get my menus to display like this:

 Home Links Contact us
Menu color blue but when clicked changed to red
.

If 
I click the a link then the you don't have to click it again,
it should display that it'
s selected and you can't select it again as it is selected. 

I hope that this question makes sense, if not then tell me.

Forgot to add these menus are dynamic on some sites.
