PNG Display Issue -- Safari and IE7

HTML - PNG Display Issue -- Safari and IE7

Hey all.

I have an odd problem and I am not sure how to correct it.

What it looks like in FF/Opera/Google/IE8:

What it looks like in IE7 and Safari:

I am using photoshop CS4. The color format is RGB/8.

Any idea what I am doing wrong or another forum that would be better for a question such as this?
