Pulldown, list, and empty list for added items

Hi, I need a JavaScript which will be used in a form. I need three elements in my form which are Pulldown, list, and empty list for added items. The idea is, I can select the department name from pulldown menu which will list staff name of selected department in list. Then I can add form the list of staff name to empty list then send mail to them.
May u help my with the script and explanation plz…
