Connect PostgresSQL

Hi
I have a problem that i need you to help.I run PostgresSQL on Red hat Linux 7.3 when start PostgreSql then OK, using "pslq" OK, I create database usage command createdb so OK. But I connect by php then to be error. the warning can't connect localhost port 5432.Help me. Thanks
