what is the best/standard/easiest way to input data into a sql database?

i guess what im asking is do you strictly use a command prompt, or do create a php script to input or do you use a another application to build/maintain the database and export into sql

If you're looking for tool to administer MySQL databases, I suggest MySQL Front. I think it only runs on Windows though.
