Sybase/php/special characters

Hi, I'm working a project with Sybase 12.5, php 4.3.0, Linux RH 7.3, Iplanet 6.0.

I have a text string in the database with "". When I read these into the php script the "" are replaced with ??.

I have tried the same set up with a Postgre DB and do not get the same result. Any Ideas?
