Seems to me the fair way to do it is to the let the 'consumer' decide.

* For the PHP Coding Contest, the 'consumers' are the people who enter the contests. If you've entered a contest, you get a vote on which logo it best, and if haven't, you don't.

* For the general t-shirt, either everyone who might buy a shirt votes (hard option), or (easiest personally preferred option) Matt makes a unilateral decision (possibly with input from what people in the forums like) - thus acting as the consumer-advocate.

Just my 2c.
