In programming, "What's best?" is a zero-information question unless the problem the language is used to solve is known. I take it that you mean the question from a web developing point of view -- in that case I say it doesn't matter which one you pick.

It's very much about what you like and what other technologies you use. If you're using Apache as your web server, I'd say choose PHP. With IIS it might be better to pick ASP, I don't know. Also, PHP is made by the FOSS community, while ASP is made by Microsoft. Whether or not this makes a difference is up to you.

Also, these two aren't the only technologies to make server-side scripts for web sites. What about JSP, ColdFusion, Perl and Python to name a few? They all have their pros and cons, and in the end of the day it all boils down to what you like.

Something also to take into consideration is the environment that the script will run on. While both ASP and PHP can run on both - ASP is much better suited run on a Microsoft stack (Microsoft OS and IIS webserver).
