Question Install new Windows 2000 pro to install new software from internet

I use offical site download from internet cafe
Hard Disk tools
seagate
wdc

USB drive, download from Hard Disk tools offical site in internet cafe
Install a new Windows 2000 pro, never connect to internet, then plug the USB drive in.
Make bootable 3.5" disk

But I have 200 3.5" disks, all full of virus!
USB drive, download virus update from internet cafe
Update antivirus software
Log on Windows 2000 pro as User, insert the 3.5" disk, right click the A:/ disk, choose Format, then choose Full Format
Then make hard disk tool in 3.5" disks

I am not trust the current hard disk, they are full of virus.
I can not install new operating system on them.
Can I make bootable USB drive hard disk tools download from offical site in internet cafe?
They only have USB port
Then I return home, boot from bootable USB drive hard disk tools, zero all hard disks
How to do that?
I will not install new operating system hard disks full of virus.

Does some CD tool CD disks help?
Many CD have hard disk tools, bootable CD
Can I boot from CD-ROM, then use hard disk tools zero all hard disks?
Then install new operating systems?

Install CD burning software.
Install antivirus software.
Update antivirus software
Log on Windows 2000 pro as User, plug the downloaded software hard disk in.
Use administrator authority to run antivirus softare (Runas), scan the the downloaded software hard disk
Use administrator authority to run CD burning software (Runas), burn the software to CD, make an bootable image

If the downloaded software has MD5 or signature, but "Avoid virus from nasty internet by never ever going online, problem solved."

The risk of getting infected with anything is masively reduced if you connect to the internet through a router with NAT rather than directly with a modem.
I have router in another place, and an exchange, I need to write down its parameters and ask you later.

Anything from internet can not put them into a LAN never connect to internet

How to avoid virus from internet spread to other computer system by this hard disk that the download software locate?

I want to download a software, then make a CD image.

First, I use Windows 2000 pro, download the software.
Download to an empty hard disk, only one partion, save to the disk?
Download to an empty partion, save software to this partion?
Download to an empty folder of an empty hard disk, save software to this folder?
Download to an empty folder of an empty partion, save software to this folder?

then use another computer, install windows 2000 (update not install), install antivirus software (definition not up to date)

attach the rewritable CD-ROM

install the CD buring software

attach the hard disk that the download software locate

log on as user

use antivirus software scan the hard disk that the download software locate

then burn the software as a CD image

(never connect to internet)

does this is the safest way for this hard disk?

How to avoid virus from internet spread to the new operating system by this hard disk that the download software locate?

Reformat the entire drive and start from sratch.
Make sure you have your windows disks and then reformat.
