Looking for a dedicated server solution

I am looking to purchase a dedicated server with root access. i will need PHP, mySQL, POP3 / IMAP, SMTP and all the other add ins, but just as importantly I need to be able to offer people the ability to create their own nameservers.

2 Questions really...

1. I have found a company that can provide everything I need except for the DNS stuff, although the server itself will act as a DNS server. However, I register all my domains at UKReg and they give me the ability to create nameservers. If I were to take this dedicated server, but create my own nameservers at UKReg and point them to my server IP - would it work?

2. If the above doesn't work, can anyone recommend a company to get my server from?
