Sliding tiles

When sliding tiles: let's say we have last row3 5 12 x 6) the question is - i want to have x instead of 3 - configuration (x 3 5 12 6) in a normal Loyd's 15 puzzle i think that was only one move. Matt, what about the rules? Is this only 1 or 3 moves?

In 15-puzzle there are 4 rows and 4 columns.
Then you could have (3 5 12 x). Number 6 is excessive.

There is a rule:
Only 1 tile my be moved at any one time.
then it is rather clear
that moving x to (x 3 5 12)
would add 3 moves.
