what's a step?

Do I see this right that the least number of steps is the primary goal and execution time is only important when it comes to a tie!?

What makes a step a step?
Is looking for the highest number one step?
Is flipping the highest number to the top one step?
Is flipping the whole stack one step?

Or is looking for number, flipping to top and flipping everything one step or is each flip one step?
