The cow definitely has a point.

The comparision with a car is very apropriate. You gotta learn how to use it so you can't anyone by mistake.

After thinking about it a bit, you realise that most people would not attribute a PC the "power" of a car, because they don't know what's behind and how far our world has become and will become "computerized".
For most people, a PC is just a tool on their desk.
But: imagine if every pc on earth would collapse just in the same moment. We got two brilliant examples lately: "Blaster" and "Sobig.F". The $$$ damage caused by both of them has gone into the billions area (or so I have heard. Anyway, it's much).

What i'm saying is, people open those mails because they can't think of "what could happen, anyway?".

People get licences to drive cars, but there are still alot of idiots behind the wheel. Also, how do you propose that a computer licence gets inforced?

He does have a point.. But it should be implemented all over the world.. There should be a common org to issue the licence.. I have heard that there is a test called "Computer Driving Licence". Wonder thats what postalcow is talkin about. But I don't beleive in papers at all.. There are friends of mine who have a Degree but don't know even to install M$ Win 98..

I agree with that..
I will put it like this then.. According to my experience a person who has a good knowledge of the OS or the system architecure is always in the safe side specially in virus attacks. Its not learning to repair the engine. It is to learn how it works. This way he can have a smooth drive. Also occasionally he has to repair it too. Installing Win98 is not a repair. Its just Click Next all the time and at the end Click Finish. I don't think its a big deal for a Degree holder.. But its is the truth.. Thats the reason why I too was keen in having a pasture giveaway of winning one of those thinkgeek T-Shirts that say "No, I will not fix your computer"
I do think that kids shouldnt be put on to this category.. They dont use computers in the real time environment.. In most cases they dont get hooked with the Internet, so let them enjoy their games and also let them carry on with their learning process. Unless guys like tkarkkainen wont be here..

Summary
1)There should be an age limit for the licence. A person above $X age should have a licence to use a computer.

2)The licence issueing process should not only be just paper work. Like answering an IQ test. It should be issued after a practical session.

If you didn't experiement with your PC since childhood, if I'm not mistaken I don't think you will be among the guns in here..
Early stages kids should be let to play around the PC to take out the fear.. But when it comes to implementation level I think licence is a must..
