i have my own theory about spam, it's not going anywhere. i don't care how many ISP's get behind it. spam is the internet commercial, the undesired interruptions that we simply have to deal with. nobody is going stop it, without making such a complex solution that the majority of people wouldn't want anything to do with it. the most that anyone will acheive IMO is making it legal to spam.. in other words, even in the perfect system, people will be still be able to pay for spamming only it will be called "advertising."

I hate spammers and relyers, no doubt, but I don't agree that:

This is Big Brothers dream, now we would be trackable at everything we do. This type of philosophy could / would take us to installing tracking ID's on everyone. Why not just insert a radio tracking devise at birth, then we'll know who robbed that bank !!

Sorry, but this is to extreme.

The ISP's need to be held accountable, yes, but not every individual who surfs the net. If an ISP is allowing relayers and spammers to get through their server, because they either; 1. make money at it or 2; don't care to properly configure their servers, then shut down that ISP's ability to pass traffic. Tracking a block of IP addresses is simple, you find the originating source and disallow those IP's to pass traffic.

This will force the ISP to respond, while not making everyone else carry the burden and lose their tights to anonymouisty.

If you are a citizen of the United States of America, you already have a static IP address, it is called your Social Security Number...Think about it...

My SSN is not tied to material I view on-line, things I search for in Google, email I send, email I receive, etc. Sure, given the right database it could be tied to it, but that's not an easy thing to do en mass.

The idea of a country uniquely identifying its citizens is not a bad idea in and of itself - in fact, it's probably overall beneficial. However, using that unique identifier to indiscriminately track its citizens is a whole different story.
