Problem installing pear

Hi
installer....unable to create c:/windows/temp/gop4.tmp (or any *.tmp/pear 1.3.1
I am installing php and mysql on a 2003 web server using the binary source version. so far ive got php going but pear is having problems
i have had to download modules through out because go pearl can't find them but now it seem i have come to a dead end.
i have changed the permissions to the temp folder to be accessed by everyone with full permissions ie global i have even created a new temp folder in the windows and renamed the origanal temp as tempold but still
there is no continuation the only thing that changes is the folder name which is being installed in the temp folder. pear is writing into the temp folder although i get the error message saying otherwise,
can anyone throw some light on this issue please?

add info this is what i see during the installation, I have tried both the c: in dos shel and also through the windows install util
same results. I have set full permissions for php also
