Receiving Error - fsockopen

I am receiving the following error when I try to download PEAR:

Warning: fsockopen() [function.fsockopen]: unable to connect to ssl://raw.github.com:443 (Unable to find the socket transport "ssl" - did you forget to enable it when you configured PHP?)

What do I need to do? New to PEAR!
