Open Source Blogging System?

Does anyone know of a open source multiuser blogging system for my website that will let individuals register and be able to create their own blogs with their own skins and templates? Preferrably written in php. I've downloaded and tried b2evolution and boastmachine3.1 and neither seem to be able to allow individuals to register and create their own blogs, only join pre-existing blogs created by me.
