permission denied for fsockopen

I am trying this piece of code:

$fp = fsockopen($hostname, $port, &$errno, &$errstr, $timeout);

for most of my sample URLs (always, actually), I got stuck with errorno 13: Permission denied.

is it somethjing wrong with the code?
