Installation Problem

Hello,

I am not a programmer but can understand some suggestions!

I just had a site developed for me which includes a php file. Ive installed it on my hosting site and they were very good about getting it up and accessible. However when I look at my web site, i get an error message as follows:

Fatal error: main() [function.require]: Failed opening required 'manager\manager.ini' (include_path='.:/usr/lib/php') in /homepages/45/d199238826/htdocs/SpringSeasonsInn/news_featured.php on line 17

Anyone have any idea of what this is and how to fix it? My developed now wants to charge me for fixing it as he said it worked on his server which it did.
