PHP ,IIS & Openssl

Windows 2003 with IIS6 and PHP 5.04 installed will not load openssl extenstion. Configured the extenstion dir in the php.ini, added to the path line still tells me it wont load the openssl.dll. What am I doing wrong please help needed for very important project
