php installation

Hey guys I have a question. Im very new to php and I know NOTHING about it at all except for the fact that I need it for what I'm about to do! LOL!!! I threw this together in dreamweaver 8 so you will have a basic idea of what I'm trying to do. I want to create a voting poll like the sample link I provided below. I want a radio button under each picture then a vote button at the bottom. I dont want people to be able to vote more then once but however if they try I want a pop up to appear saying that their previous vote will be cancelled. Then after they click vote I want another window to come up showing the totals. What do I need to download for this and where do I go for it? Are there any good step by step tutorials on how to creat this type of poll. And also is it possible to maybe create it in dreamweaver? Any help would be greatley appreciated! Thank you so much!!!
