PHP Installation Part 2!

Hey everyone... I want to get PHP just running on my WinXP box, on my personal computer just to test scripts without having to upload them to a server.

I have installed Apache2 using the .msi
I know this is another probably repetitive thread but I'm wondering how to create usr directories in Apache. When I create a directory called dev in the htdoc directory it doesn't seem to like it... it thinks its a download any .html or .php page. I have to run all my scripts in the root of htdocs? Or am I doing something wrong hehe?

Also... I've been searching for a laptop for sale thats just enough to be able to run the latest Red Hat Linux with KDE so I can program whenever I'm away from home. Does anyone know where I can buy a laptop for like really really really cheap I'm talking like possibly under 200 or a little more over 200. Or if anyone wants to sell me one =) that would be cool too haha.
