php on win 98 with pws installed

I have php 4.3.7 win32.
I am putting my scripts in C:Inetpubscripts and publishing the with webpub.
everything is installed in default settings.
I setup my php.ini by reading the man pages.
heres the error I am getting.HTTP Error 400
400 Bad Request

Due to malformed syntax, the request could not be understood by the server. The client should not repeat the request without modifications

Anyone have a resolution for this? I'm having a similar problem on winnt.
