It depends. (That's always the answer when the question is "should I use langauge A or language B.")
What exactly is the task? If it is mostly processing text, perl will probably be better. If it's interescting with mail via a web page, PHP is probably the better choice. You'll most likely be able to do whatever you need to with either one though, so then you need to choose based on other factors, like your expertise with each or non-technical reasons like if one is the company standard, your boss likes one more than the other, nobody else in the company knows one of the languages, etc.
