Adding FrontPage Users

Os:Lenux
Error message for doing it through fp:Server error: the file /somepathabout5x/service.pwd was not created by this client program and cannot be edited by this program safely using this client program

Is There A Frontpage incripter for passwords or can i give someone a username and password and they give me christ7:rVn4QLdjqmoTk type text i need an encription levil or a pass gen This Is a Login For Frontpage Not .htaccess
