HTTP Upload with a Pearl Script

I would for staff member of my site to be able to upload files from their computer to my server. I want to do this becuase HTTP is faster then FTP and also here, at school. I can not always get WS_FTP to connect. I am learning PHP, and have Basic Understanding of C, but as far as I know to write an upload program like the one I want I need to write it in Pearl. Since I do not know Pearl I searched the internet for a FREE script I could use. However all the scripts in which I have fond have been meant for regular users to use and can only be uploaded to one file. I need this script to be able to upload to any of my file in my public_html directory.

Well the point of this post is to ask if anyone here knows of a good free script that can do what I want.
