Retrict User Access...

I have looked everywhere for a solution on this. So, you guys are my only hope.
I need to create a user for my box. I need this user to have SCP access only. I need that access to be restricted to one folder only. That user should not be able go to other folders in the box. He should be able to read and delete contents from that folder. He cannot write to the box ever.
The purposes of this user is because I have a windows box that will run pscp to connect to that box and retrieve some files. Snce pscp is command line driven, I have to create a batch file that will contain the username and the password for that user. In case someone in here was to open the batch file, I want to ensure they cannot access the box or make any changes that could cause problems.
