RE: upload MySQL DB onto the server

Use your XAMPP version of phpMyAdmin to dump your database (is the export function). Then, use your webhost's version of phpMyAdmin to import to your sites DB. This is presuming that your webhost has phpMyAdmin setup for their users an almost all do

1: Just Upload the unzipped phpMyAdmin to your server (use the same directory structure as was unzipped)
2: Read the installation docs. It is quite good.
3: Follow the installation instructions to get it basically set up for use.

OOPS, I missed the cPanel remark. That is an administrative tool your web hosting provider supplies to allow you to configure your website (options, etc) within their hosting solution. However, if you are 'self-hosted' you probably do not have it. And, if you do not have cPanel (some hosting providers do not use it but use their own custom solutions to accomplish the same things), then how you have to 'create the database' depends upon how/where your website is hosted (VPS, self-hosted, hosting provider, etc).

And, I forgot, you could also configure your Xampp installed phpMyAdmin to access your website MySQL (that is the way I have my Xampp setup - I have phpMyAdmin configured for my Xampp installation, and the production website mysql - and when I log in I select which server to connect to).
